मुख्यमंत्री पुष्कर सिंह धामी ने 78वें स्वतंत्रता दिवस के अवसर पर परेड ग्राउण्ड देहरादून में राज्य के मुख्य कार्यक्रम में ध्वजारोहण किया। इस अवसर पर मुख्यमंत्री ने स्वतंत्रता संग्राम सेनानियों के परिजनों को सम्मानित किया एवं फोटो प्रदर्शनी का भी अवलोकन किया। मुख्यमंत्री ने स्वतंत्रता दिवस की सभी प्रदेशवासियों को बधाई एवं शुभकामनाएं दी। मुख्यमंत्री ने इस अवसर पर मुख्यमंत्री सराहनीय सेवा पदक से अपर पुलिस अधीक्षक, एसडीआरएफ विजेन्द्र दत्त डोभाल एवं दलनायक आईआरबी द्वितीय प्रताप सिंह तोमर को सम्मानित किया। सेनानायक, एसडीआरएफ उत्तराखण्ड मणिकान्त मिश्रा और पुलिस अधीक्षक, जनपद उत्तरकाशी अर्पण यदुवंशी को मुख्यमंत्री ने विशिष्टि कार्य के लिए सराहनीय सेवा पदक से सम्मानित किया। वर्ष 2023 में पांचवी एशियन यूथ एथलेटिक्स, ताशकंद, उजबेकिस्तान में आयोजित अन्तरराष्ट्रीय एथलेटिक्स चैंपियनशिप में स्वर्ण पदक अर्जित करने वाले प्रियांशु, रजत पदक प्राप्त करने वाले राहुल सरनालिया एवं एथलेटिक्स प्रशिक्षक लोकेश कुमार को भी मुख्यमंत्री द्वारा सम्मानित किया गया।
इस अवसर पर CM ने की घोषणाएं:-
प्रत्येक जनपद में एक स्थानीय निकाय को आदर्श निकाय के रूप में विकसित किया जायेगा।
उद्योग, बागवानी तथा कृषि के क्षेत्र में उत्कृष्ट कार्य करने वाले काश्तकारों, उद्यमियों को प्रथम, द्वितीय एवं तृतीय पुरूस्कार के रूप में क्रमशः एक लाख, 75 हजार एवं 50 हजार की धनराशि प्रदान की जायेगी।
अनुसूचित जाति, अनुसूचित जनजाति, दिव्यांग एवं अन्य पिछड़ा वर्ग के नियमित कर्मचारियों हेतु ’’र्मचारी व्यक्तिगत ऋण योजना’ लागू की जायेगी।
वृद्धावस्था पेंशन योजना, विधवा पेंशन योजना, दिव्यांग पेंशन योजना, जन्म से दिव्यांग बच्चों को अनुदान योजना एवं परित्यक्ता पेंशन योजना में वर्तमान में निर्धारित मासिक आय 4000 से बढ़ाकर 6000 प्रतिमाह किया जायेगा।
युवाओं को स्वरोजगार से जोड़ने हेतु कौशल विकास योजनान्तर्गत प्रशिक्षण की विषय-वस्तु का निर्धारण जिला कौशल विकास समिति द्वारा स्थानीय आवश्यकताओं के अनुरूप किया जायेगा।
वरिष्ठ नागरिकों के समग्र कल्याण के लिए नीति बनायी जायेगी।
राज्य के पर्वतीय क्षेत्रों से पलायन रोकने और ट्राउट मत्स्य उत्पादन को बढ़ावा देने के लिए ’मुख्यमंत्री मत्स्य संपदा योजना’ के अंतर्गत मत्स्य विभाग में रुपए 200 करोड़ की योजना शुरू की जाएगी।
राज्य के पशुपालकों को आधुनिक पशुचिकित्सा सेवाएं प्रदान करने के उद्देश्य से 75 करोड़ रूपये की लागत से सभी जनपदों में एक-एक मॉडल पशु चिकित्सालय स्थापित किए जायेंगे, जिससे लगभग 11 लाख पशुपालक परिवारों के पशुधन को सुरक्षा प्रदान की जा सकेगी।
उत्तराखंड देवभूमि होने के साथ-साथ वीरभूमि भी
मुख्यमंत्री ने कहा कि उत्तराखंड देवभूमि होने के साथ-साथ वीरभूमि भी है, हमें उन वीरों के बलिदान और शौर्य के सम्मान के लिए यह प्रण लेना है कि हम विकसित उत्तराखंड और विकसित भारत बनाने के लिए अपना योगदान सुनिश्चित करेंगे। उन्होंने कहा कि प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में आज भारत निरंतर प्रगति के पथ पर आगे बढ़ रहा है। आज कश्मीर से धारा 370 हटाना, तीन तलाक की प्रथा को गैर कानूनी घोषित करना, अयोध्या में भगवान श्रीराम की जन्मस्थली पर भव्य मंदिर का निर्माण, अंग्रेजों के समय से चले आ रहे कानूनों को रद्द करना यह सब प्रधानमंत्री के मजबूत नेतृत्व से ही संभव हो सका है।
प्रधानमंत्री ने भारत की आजादी की 100वीं वर्षगांठ 15 अगस्त 2047 तक भारत को विकसित राष्ट्र बनाने का संकल्प लिया है। इस संकल्प को पूर्ण करने के लिए हमारी सरकार भी राज्य के समग्र विकास के लिए अनेक महत्वपूर्ण कदम उठा रही है। मुख्यमंत्री ने कहा कि इस वर्ष नीति आयोग द्वारा जारी रिपोर्ट के अनुसार एसडीजी इंडेक्स रैंकिंग में उत्तराखण्ड ने प्रथम स्थान प्राप्त किया। ईज़ ऑफ डूंइंग बिजनेस की श्रेणी में राज्य अचीवर्स और स्टार्टअप रैंकिंग में लीडर की श्रेणी में शामिल है। उत्तराखण्ड ग्रोस एन्वायरमेंट प्रोडक्ट (जीईपी) का इंडेक्स तैयार कर ईकोसिस्टम ग्रोथ का आंकलन करने वाला भारत का प्रथम राज्य बन चुका है। समान नागरिक संहिता लागू करने वाला उत्तराखण्ड देश में पहला राज्य होगा। मुख्यमंत्री ने कहा कि राज्य सरकार द्वारा अंत्योदय परिवारों को तीन गैस सिलेंडर देने, प्रदेश की महिलाओं के लिये 30 प्रतिशत के क्षैतिज आरक्षण की व्यवस्था लागू करने, पुनः सरकारी नौकारियों में खेल कोटा प्रारंभ करने एवं उच्च शिक्षा प्राप्त कर रहे प्रदेश के विद्यार्थियों को छात्रवृत्ति देने जैसे अनेकों अभूतपूर्ण निर्णय लिए गए हैं।
इसके साथ ही राज्य में जबरन धर्मांतरण पर रोक के लिये कानून, लैंड जिहाद और लव जिहाद को रोकने, देश का सबसे सख्त नकल विरोधी कानून और कठोर दंगा रोधी कानून लागू किया गया है। राज्य सरकार सरलीकरण, समाधान, निस्तारीकरण और संतुष्टिकरण के मंत्र को ध्यान में रखकर निरंतर कार्य कर रही है। अपणि सरकार पोर्टल, ई-केबिनेट, ई-ऑफिस, सीएम हेल्पलाईन, सेवा का अधिकार और ट्रांसफर एक्ट की पारदर्शी व्यवस्था के चलते कार्यसंस्कृति में गुणात्मक सुधार हुआ है। भ्रष्टाचार को समाप्त करने की दिशा में 1064 पर प्राप्त शिकायतों के माध्यम से अब तक करीब 100 से अधिक लोगों को जेल भेजा जा चुका है।
15 हजार से भी अधिक युवाओं को नियुक्तियां
ने कहा कि राज्य सरकार ने ’मुख्यमंत्री एकल महिला सशक्तिकरण स्वरोजगार योजना’ और ’लखपति दीदी योजना’ योजनाएं प्रारंभ की हैं। बीते 3 वर्षों में राज्य सरकार ने सरकारी विभागों में 15 हजार से भी अधिक युवाओं को नियुक्तियां दी हैं।
