प्रदेश के प्राथमिक विद्यालयों में शिक्षकों की कमी जल्द दूर कर दी जाएगी। प्रदेश सरकार का प्रयास 10 सितंबर तक प्राथमिक विद्यालयों में 1090 प्राथमिक शिक्षकों की नियुक्ति देने का है। शिक्षा मंत्री डॉ. धन सिंह रावत ने कहा कि सरकार जल्द ही प्रवक्ता और एलटी के रिक्त पदों पर भी शत-प्रतिशत नियुक्ति करने जा रही है। विशेष यह कि जो भी नई नियुक्तियां होंगी, उन शिक्षकों को पहले पांच वर्ष पर्वतीय क्षेत्रों में सेवा देना अनिवार्य होगा।
सदन में शिक्षकों की कमी का विषय उठा
गुरुवार को सदन में नियम 58 के तहत धारचूला विधायक हरीश धामी ने प्रदेश में शिक्षकों की कमी का विषय उठाया। उन्हाेंने कहा कि प्रदेश की स्थानांतरण नीति के बाद पर्वतीय स्कूलों से शिक्षकों का स्थानांतरण हो गया है, लेकिन उनके प्रतिस्थानी अभी तक नहीं आए हैं। इससे स्कूलों में पठन-पाठन का कार्य बुरी तरह प्रभावित हुआ है। उन्होंने कहा कि जिन शिक्षकों की पहुंच है, वे मैदानों में ही टिके हुए हैं। विधायक खुशाल सिंह अधिकारी ने एलटी शिक्षकों व प्रवक्ताओं की कमी का विषय उठाया।
विधायक मनोज तिवारी, गोपाल सिंह राणा, अनुपमा रावत व लखपत बुटोला ने प्रदेश में शिक्षकों की कमी, स्कूलों की दुर्दशा और प्रधानाध्यापक व प्रधानाचार्यों की कमी का विषय उठाया। नेता प्रतिपक्ष यशपाल आर्य ने कहा कि बदहाल शिक्षा व्यवस्था पलायन का कारण बन रही है। शिक्षा मंत्री ने सरकार का पक्ष रखते हुए कहा कि शिक्षा व्यवस्था को दुरुस्त करने के लिए अभी काफी कुछ कार्य करना है। उन्होंने आंकड़े रखते हुए कहा कि प्रवक्ता पदों को लगातार भरा जा रहा है। गेस्ट लेक्चरर पद पर भर्ती की जा रही है। सितंबर में प्रवक्ता के 613 नियमित पदों पर भर्ती परीक्षा होनी है। इनकी भर्ती होने के बाद इनकी कमी दूर हो जाएगी।
उन्होंने कहा कि एलटी के 3555 पद रिक्त चल रहे हैं। इनमें से 1300 पदों पर गेस्ट फैकल्टी रखी जा रही है। प्रधानाचार्यों के 1100 से अधिक पद रिक्त चल रहे हैं। ये पद लंबे समय से खाली हैं। इनकी सीधी भर्ती करने का निर्णय लिया गया है। उन्होंने कहा कि शिक्षक संगठनों से कहा गया है कि यदि वे कोर्ट से वाद वापस ले लें तो उनकी शत-प्रतिशत पदोन्नति की जाएगी। यद्यपि, विभिन्न कारणों से उन्होंने कोर्ट से केस वापस नहीं लिए हैं। उन्हाेंने कहा कि प्रदेश सरकार प्राथमिक व माध्यमिक स्कूलों में पूरा फर्नीचर उपलब्ध कराएगी।
हर विकासखंड के 10-10 बच्चाें को कराएंगे शैक्षिक भ्रमण
शिक्षा मंत्री ने कहा कि सरकार अब हर विकासखंड के 10-10 टॉपर बच्चों को शैक्षिक भ्रमण कराएगी। इन बच्चों को राज्य व देश के विभिन्न स्थानों का भ्रमण कराया जाएगा। शिक्षा मंत्री का जवाब आने के बाद पीठ ने सूचना को अग्राह्य कर दिया।
