लोकतांत्रिक व्यवस्था में सवाल अक्सर सरकार से पूछे जाते हैं। मुख्यमंत्री से जवाब मांगा जाता है। इस परंपरा में सरकार कई बार बेबाक जवाब देती है, कई बार घिर जाती है तो कई बार असहज भी हो जाती है। लेकिन इस व्यवस्था से उलट कुछ ऐसे भी मौके देखने को मिलते हैं जब सरकार का मुखिया जनता से सवाल करते हुए पूछता है कि मेरी सरकार ने ये काम किया या नहीं किया। वो तब होता है जब मुखिया आत्मविश्वास से लबरेज हो। इस तरह का वाकया आज जौनसार बावर के प्रवेश द्वार कालसी में देखने को मिला। मुख्यमंत्री पुष्कर सिंह धामी यमुना नदी के तट पर आयोजित “क्रीड़ा एवं सांस्कृतिक महोत्सव” में बतौर मुख्य अतिथि शिरकत करने पहुंचे थे।
इस वाकये को साझा करने से पहले यहां ये बताना जरूरी है कि बेरोजगारों पर हुए पुलिस लाठी चार्ज के बाद धामी सरकार की चौतरफा घेराबंदी की जा रही है। इत्तेफाक से बेरोजगार महासंघ के अध्यक्ष बॉबी पंवार ( जो आंदोलन में हुए उपद्रव के चलते फिलहाल पुलिस की गिरफ्त में हैं) जौनसार बावर से ताल्लुक रखते हैं और मुख्यमंत्री धामी रविवार को इस क्षेत्र के ऐतिहासिक नगर कालसी में जनता से सीधे मुखातिब हुए। चूंकि बॉबी पंवार जौनसार बावर के ही निवासी हैं तो पुलिस प्रशासन को आशंका थी कि मुख्यमंत्री को कालसी में स्थानीय युवाओं का विरोध न झेलना पड़े। इस वजह से पूरे सरकारी तंत्र ने बीती रात मुख्यमंत्री का कार्यक्रम कैंसिल करवाने के लिए पूरा जोर लगा दिया। मुख्यमंत्री से वहां न जाने की मिन्नतें की गईं, लेकिन उन्होंने ने कहा कि ऐसी बात है तो मैं कालसी जरूर जाऊंगा और विरोध कर रहे युवाओं से मिलकर कुछ सवाल जरूर पूछूंगा। हालांकि, पुलिस प्रशासन की यह आशंका निर्मूल साबित हुई। महोत्सव में भारी संख्या में युवा वर्ग शामिल हुआ। विरोध हुआ पर नाममात्र का। युवाओं ने मुख्यमंत्री के संबोधन को इत्मीनान से सुना। विरोधियों का भी धन्यवाद करते हुए धामी ने विनम्रता के साथ जनता से ही सवाल पूछ डाले। सवाल ये थे –

1– उत्तराखण्ड में नकल माफिया को नासूर किनकी सरकार ने बनने दिया ?

2 – क्या किसी मुख्यमंत्री ने नकल माफिया गिरोह के सदस्यों और इसमें संलिप्त अधिकारियों, कर्मचारियों को जेल की सलाखों में डाला ?

3 – अब तक जेल जा चुके गिरोह के 60 से अधिक लोगों की संपत्ति जब्त और उन पर गैंगेस्टर जैसी सख्त धाराओं के तहत करवाई कौन कर रहा है ?

4 – गड़बड़ी की शिकायत मिलने पर किसकी सरकार ने 4 परीक्षाएं निरस्त की और अब कौन उनको leak proof system के साथ फिर से आयोजित कर रहा है ?

5 – मुख्यमंत्री ने धामी से ये भी पूछा कि शिकायत मिलने के छह माह के भीतर किसकी सरकार ने प्रदेश में देश का सबसे कड़ा “नकल विरोधी कानून
