The risk of war is increasing due to Pakistan’s retaliatory attack against Iran. What effect will this have on India?
ईरान के हवाई हमले पर जवाबी कार्रवाई कर पाकिस्तान ने पूरे इलाके को खतरे के कगार पर खड़ा कर दिया है. दो दिन पहले, जब तेहरान ने बलूचिस्तान (पाकिस्तान) में अपने ड्रोन भेजे और मिसाइलें दागीं, तो यह माना गया कि इस्लामाबाद, जो वर्तमान में तीन मोर्चों (भारत, इस्लामी आतंकवाद और इमरान खान मुद्दा) पर उलझा हुआ है, तनाव का दरवाजा खुलने की संभावना नहीं है। लेकिन घरेलू दबाव और पश्चिम और दक्षिण एशिया में अपने राजनीतिक प्रभुत्व का सामना करते हुए, उन्होंने ईरान के सिस्तान-बलूचिस्तान प्रांत पर हमला करके जवाब दिया और गेंद वापस तेहरान के पाले में डाल दी। ऐसे में यह कहना बहुत मुश्किल है कि अब हालात कैसे बनेंगे.
ईरान में आपसी कठिनाइयाँ हैं। अगर वह अब भी चुप रहेगा तो उस पर आंतरिक दबाव भी बढ़ेगा और अगर वह दोबारा हमला करेगा तो पूरे क्षेत्र में युद्ध की आशंका बढ़ जाएगी। दरअसल, तेहरान को जनता का दबाव महसूस हुआ। इस पर आतंकवादियों, खासकर पाकिस्तान के सनी संगठनों द्वारा लगातार हमले किये जाते रहे। यह मुद्दा तेहरान और इस्लामाबाद के बीच लगातार समस्या बना हुआ है और ईरान ने समय-समय पर इसे रोकने के लिए कहा है, लेकिन पाकिस्तान ने कभी इस पर ध्यान दिया है तो कभी इसे नजरअंदाज किया है।
ईरान के सिस्तान-ओ-बलूचिस्तान प्रांत की एक खासियत यह है कि यह बलूच बहुल क्षेत्र है और ईरानियों से नस्लीय तौर पर अलग है, क्योंकि ईरान शिया बहुल मुल्क है, जबकि सिस्तान-बलूचिस्तान सुन्नी बहुल प्रांत। इनकी भाषा भी शेष ईरान से अलग है। पाकिस्तान का बलूचिस्तान इस मामले में जुदा है कि वहां शिया-सुन्नी का कोई मामला नहीं हैं, लेकिन वहां बलूच अलगाववाद का आंदोलन चल रहा है। चूंकि दिसंबर के बाद से ईरान पर आतंकी हमले तेज हो गए थे, नतीजतन उसने जवाबी हमले शुरू किए। इसके लिए उसने तीन निशाने चुने। पहला, सीरिया के इदलिब में आईएस के ठिकानों पर, जहां असद हुकूमत का दखल कमोबेश खत्म हो चुका है। दूसरा, इराक के इरबिल में। यहां भी इराकी हुकूमत का उतना प्रभाव नहीं है और यह कमोबेश एक स्वायत्त क्षेत्र बन चुका है। और तीसरा, पाकिस्तान के बलूचिस्तान में। ईरान का गणित यह रहा होगा कि इन हमलों से उसे आंतरिक दबाव हटाने में मदद मिलेगी और चूंकि यहां से कोई प्रतिक्रिया नहीं आएगी, तो उसके लिए मुश्किलें भी पैदा नहीं होंगी। मगर पाकिस्तान ने पलटवार कर दिया। ऐसा करना उसकी मजबूरी भी थी। परमाणु शक्ति-संपन्न यह देश खुद को एक बड़ी सामरिक ताकत मानता है, लेकिन उसकी हरकतों के कारण दूसरे देश उसकी सीमा में दखल देने को मजबूर रहे हैं। ताजा कार्रवाई के बाद पाकिस्तानी फौज के लिए यह लाजिमी था कि वह अपनी संप्रभुता में ईरानी दखल का ‘माकूल जवाब’ दे और अपना चेहरा बचाए।
अब क्या ईरान चुप बैठ जाएगा? उसके शांत पड़ जाने से दुनिया भर में उसकी फजीहत होगी, जबकि उग्र होने से पूरे क्षेत्र में तनाव बढ़ना तय है। लग यही रहा है कि पिछले साल 7 अक्तूबर को हमास द्वारा इजरायल पर किए गए हमले के बाद जिस तरह से हिंसक संघर्ष तेज हुए हैं, उसका दायरा अब और बढ़ने वाला है। वैसे भी, वह तनाव अब गाजा तक सीमित नहीं है। शेबा फार्म्स में भी लेबनानी गुट हिजबुल्लाह और इजरायल के बीच झड़प हो रही है। यमन के हूती विद्रोहियों ने समुद्री व्यापार में सेंध लगानी शुरू कर दी है, जिसका विश्व अर्थव्यवस्था पर प्रतिकूल असर पड़ रहा है। ऐसे में, ईरान-पाकिस्तान जंग के कयास अस्वाभाविक नहीं लगते। हालांकि, अभी न तो पाकिस्तान जंग में उतरना चाहता है और न ईरान, क्योंकि युद्ध के आर्थिक व सामरिक नुकसान से ये दोनों देश परिचित हैं। ऐसे में, चीन की जिम्मेदारी बढ़ गई है। चूंकि अमेरिका इस मामले में शायद ही दखल दे, इसलिए बीजिंग संभवत: दोनों देशों के बीच मध्यस्थता की कोशिश कर सकता है। हालांकि, यह कब और किस रूप में होगा, फिलहाल साफ-साफ नहीं कहा जा सकता।
सवाल यह भी है कि क्या ईरान ने ‘सेल्फ गोल’ कर लिया है? बीते कुछ समय से उसके लिए हालात बेहतर होने लगे थे। तनावग्रस्त मध्य-पूर्व को संभालने में उसे एक बड़ी भूमिका मिलती हुईिदख रही थी। यहां तक कि सऊदी अरब और संयुक्त अरब अमीरात जैसे देश भी उससे अपने संबंध सुधारने लगे थे, जबकि पहले वे उससे खार खाए बैठे थे। मगर अनवरत होते आतंकी हमलों ने ईरान के लिए मुश्किलें पैदा कर दीं। पहले विश्व-व्यवस्था के कुछ नियम तय थे, जिनमें से एक यह भी था कि कोई राष्ट्र किसी दूसरे की सीमा में दखल नहीं देगा, और न ही किसी की संप्रभुता पर चोट करेगा। मगर पाकिस्तान जैसे कुछ देश आतंकी गुटों के सहारे परोक्ष रूप से ऐसा करने लगे और बाद में तो खुलेआम संप्रभुता का हनन होने लगा। ऐसे में, विश्व-व्यवस्था का वह पुराना रूप कैसे बहाल हो, इसका उपाय नहीं दिख रहा। अभी किसी बड़े देश के पास इतनी ताकत नहीं दिख रही कि वह विश्व-व्यवस्था को दुरुस्त कर सके।
इस सूरतेहाल में हम कहां खड़े हैं? एक लिहाज से भारत के लिए यह ठीक ही है कि पाकिस्तान एक अन्य मोर्चे पर व्यस्त हो जाए। इससे हमारी तरफ हो रही उसकी हिमाकत कुछ रुक सकेगी। मगर यदि इस तनाव की आग तेज होती है और समुद्री मार्गों में गतिरोध पैदा होता है, तो हमारे लिए भी दिक्कतें पैदा हो सकती हैं। हम ईरान के साथ पूरी तरह से नहीं जा सकते, क्योंकि ऐसा करना हमारे कई मित्र-राष्ट्रों को नागवार गुजर सकता है, लेकिन हम पाकिस्तान का भी समर्थन नहीं कर सकते, क्योंकि उसने हमेशा हमसे शत्रुता का भाव रखा है।
स्पष्ट है, हमारे पास सीमित विकल्प हैं, इसलिए हमें अपने हितों को सर्वोपरि रखकर ही कदम बढ़ाना होगा। फिलहाल हम पर कोई खतरा नहीं है, लेकिन खाड़ी देशों का तनाव हमारे यहां तेल जैसी जरूरी चीजों पर प्रतिकूल असर डाल सकता है, साथ ही, समुद्री व्यापार को भी प्रभावित कर सकता है। लिहाजा, इस पूरे घटनाक्रम पर सतर्क निगाह रखते हुए वैकल्पिक उपायों पर भी गौर करना होगा।
