विश्व अल्पसंख्यक अधिकार दिवस पर मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि यह दिन देश की अखंडता और एकता के संरक्षण व संवर्धन के लिए मौलिक कर्तव्यों को याद करने का दिन है। धामी ने कहा कि न कोई अल्पसंख्यक हो न बहुसंख्यक, सबकी दीवार एक होनी चाहिए।
केंद्र और राज्य सरकार अल्पसंख्यक वर्ग के कल्याण व उत्थान के लिए कार्य कर रही हैं। मुख्यमंत्री रविवार को उत्तराखंड अल्पसंख्यक आयोग की ओर से जन-जानकारी अभियान के तहत आयोजित कार्यक्रम को संबोधित कर रहे थे। इस मौके पर मुख्यमंत्री ने कांग्रेस पर हमला भी बोला। उन्होंने कहा कि पहले की सरकारों द्वारा सिर्फ वोट लेने के लिए अल्पसंख्यक समाज के साथ खिलवाड़ किया जाता था। अब देश में अल्पसंख्यक समाज का प्राथमिकता से विकास कर उसे आगे बढ़ाने और शिक्षित व सशक्त करने का कार्य किया जा रहा है।
अल्पसंख्यक कल्याण विभाग और उत्तराखंड पुलिस विभाग के सहयोग से हाथीबड़कला स्थित सर्वे आफ इंडिया के आडिटोरियम में कार्यक्रम का आयोजन किया गया। इसमें अल्पसंख्यक समाज को अधिकारों के प्रति और जागरूक करने पर जोर दिया गया। इस दौरान आयोग की ओर से प्रतियोगी परीक्षा की तैयारी कर रहे छात्रों के लिए निश्शुल्क आनलाइन कोचिंग सुविधा का आरंभ किया गया। इसके लिए वाट्सएप ग्रुप बनाया गया है, जिसमें जुड़ने के लिए इच्छुक छात्र को मोबाइल नंबर 9997922069 पर वाट्सएप पर संदेश भेजना होगा।
मुख्य अतिथि मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि राज्य में विकास का पैमाना सबका साथ, सबका विकास और सबका विश्वास के साथ तैयार हुआ है। केंद्र और राज्य की विभिन्न योजनाओं का उल्लेख करते हुए मुख्यमंत्री ने कहा कि योजनाओं का लाभ किसी का धर्म देखकर नहीं दिया जाता, बल्कि यह देखकर दिया जाता है कि कौन पात्र है।
महिला सशक्तीकरण की बात करते हुए मुख्यमंत्री ने कहा कि मुस्लिम महिलाओं के अधिकार और हितों को देखते हुए तीन तलाक कानून लागू करना ऐतिहासिक निर्णय रहा। उन्होंने कहा कि समान कानून होगा तो कोई किसी को पीड़ित नहीं करेगा। उन्होंने बताया कि सरकार ने कलियर शरीफ में यूनानी मेडिकल कालेज का 50 बेड का अस्पताल बनाने की बात कही थी, इसके लिए धनराशि स्वीकृत हो चुकी है। जल्द ही इस अस्पताल का निर्माण शुरू हो जाएगा।
कैबिनेट मंत्री गणेश जोशी ने कहा कि हमें अपने अधिकारों के साथ कर्तव्यों का निर्वहन भी गंभीरता से करना चाहिए। कार्यक्रम में मुख्यमंत्री ने पुलिस, समाज सेवा, शिक्षा समेत विभिन्न क्षेत्रों में उल्लेखनीय कार्य करने वालों और अल्पसंख्यक समाज के मेधावी छात्र-छात्राओं समेत कुल 65 लोग को सम्मानित भी किया। मुख्यमंत्री ने परिसर में उत्तराखंड पर्यटन, अल्पसंख्यक आयोग समेत विभिन्न विभागों की ओर से लगाए गए स्टाल का निरीक्षण भी किया। कार्यक्रम में मदरसों की छात्राओं ने गीत प्रस्तुत कर मंत्रमुग्ध कर दिया।
चार साल में 617 शिकायतों का निस्तारण:
उत्तराखंड अल्पसंख्यक आयोग के अध्यक्ष पद्मश्री डा. आरके जैन ने कहा कि आयोग हर साल विश्व अल्पसंख्यक अधिकार दिवस पर केंद्र व राज्य सरकार की पोषित योजनाओं की जानकारी देता है। उनके चार साल के कार्यकाल में आयोग में अल्पसंख्यक समाज की 617 शिकायतों का निस्तारण किया गया। कहा कि सभी का अपने अधिकारों के प्रति जागरूक होना जरूरी है।
अधिकारों के हनन को लेकर आयोग में शिकायत की जा सकती है। वर्ष 2002 में गठन के बाद से आयोग लगातार कार्य कर रहा है। उपाध्यक्ष मजहर नईम नवाब ने कहा कि विभिन्न क्षेत्रों में जाकर आयोग की टीमें शिकायतों का निस्तारण और योजनाओं का लाभ देने का कार्य कर रही है। मुख्यमंत्री हुनर योजना, मौलाना आजाद एजुकेशन फाइनेंस फाउंडेशन योजना से उत्तराखंड को काफी लाभ मिला।
कानून सभी के लिए समान, पुलिस नहीं करती भेदभाव:
डीआइजी पी. रेणुका देवी ने कहा कि पुलिस की पहचान वर्दी से होती है, न कि धर्म से। इसलिए कानून भी सभी वर्ग के लिए समान है। अल्पसंख्यक आयोग की शिकायत के आधार पर इस साल पुलिस को 150 शिकायतें प्राप्त हुईं, जिनमें 27 मामलों में मुकदमा दर्ज किया गया। धार्मिक भावना को आहत पहुंचाने पर 53 एफआइआर दर्ज हुईं। मुस्लिम महिलाओं के उत्पीड़न में तीन साल में 200 मुकदमे दर्ज किए गए हैं।
तीन तलाक पर बने कानून से महिलाओं में क्रांति:
उत्तराखंड अल्पसंख्यक आयोग की सदस्य सीमा जावेद ने महिला सशक्तीकरण को लेकर कहा कि आज महिलाएं हर क्षेत्र में आगे बढ़ रही हैं। तीन तलाक को लेकर सरकार ने जो कानून बनाया, उससे मुस्लिम महिलाओं में क्रांति सी आ गई है।
भाजपा के प्रति बढ़ रहा मुस्लिमों का प्यार:
उत्तराखंड वक्फ बोर्ड के अध्यक्ष शादाब शम्स ने कहा कि अल्पसंख्यकों और बहुसंख्यकों को अलग-अलग रूप में नहीं देखा जाएगा। समान नागरिकता कानून लाएंगे। उन्होंने कहा कि चंपावत और हरिद्वार चुनाव में मुस्लिमों ने 94 प्रतिशत मतदान किया। इससे भाजपा के प्रति मुस्लिमों का प्यार बढ़ता दिख रहा है।
