खिलाड़ियों को प्रोत्साहित करने की तैयारी में उत्तराखंड सरकार, कैबिनेट में लाया जाएगा प्रस्ताव

प्रदेश में खेल व खिलाड़ियों को प्रोत्साहित करने की दिशा में सरकार महत्वपूर्ण कदम उठाने जा रही है। इस कड़ी में मुख्य सचिव डाॅ. एसएस संधु की अध्यक्षता में मंगलवार को हुई बैठक में निर्णय लिया गया कि ओलिंपिक, विश्व चैपियनशिप, एशियन गेम्स, कामनवेल्थ गेम, एशियन व कामनवेल्थ चैंपियनशिप, सैफ गेम्स और राष्ट्रीय खेलों के पदक विजेता खिलाड़ियों को समूह ख व ग के विभिन्न पदों पर आउट आफ टर्न नियुक्ति दी जाएगी। प्रथम चरण में पुलिस, खेल, युवा कल्याण, वन, शिक्षा व परिवहन विभाग में पद चिह्नित कर पदक विजेता खिलाड़ियों को नियुक्ति देने का प्रस्ताव मंत्रिमंडल के समक्ष प्रस्तुत करने पर सहमति बनी।
राज्याधीन सेवाओं में सीधी भर्ती के पदों में खिलाड़ियों के लिए चार प्रतिशत क्षैतिज आरक्षण के संबंध में भी बैठक में चर्चा हुई। तय किया गया कि कार्मिक विभाग इस संबंध में लागू नियमों व शासनादेशों का अध्ययन कर वित्त से परामर्श प्राप्त कर विस्तृत प्रस्ताव कैबिनेट के समक्ष रखेगा।
बैठक में उच्च शिक्षा व तकनीकी शिक्षा के विभिन्न पाठ्यक्रमों की सीटों पर कुशल खिलाड़ियों को अधिकतम पांच प्रतिशत आरक्षण देने का निर्णय भी लिया गया। ग्रीष्मकालीन अवकाश के दौरान विशेष खेल स्पर्धाएं व प्रशिक्षण शिविरों के आयोजन पर भी सहमति बनी। इसके लिए धन की व्यवस्था वित्त विभाग के माध्यम से की जाएगी।
सेस के लिए आबकारी अधिनियम में होगा संशोधन:
कैबिनेट ने पूर्व में खेल, महिला कल्याण व गोवंश संरक्षण के दृष्टिगत धनराशि जुटाने के उद्देश्य से शराब व बीयर की प्रति बोतल पर एक-एक रुपये सेस के रूप में लेने का निर्णय लिया था। आबकारी विभाग ने कटौती भी शुरू कर दी है, लेकिन अभी यह राशि संबंधित विभागों को नहीं मिल पाई है।
बैठक में खेल विकास निधि में यह राशि लेने के संबंध में विमर्श हुआ। बात सामने आई कि इसके लिए आबकारी अधिनियम में संशोधन करना होगा। इस पर आबकारी विभाग को इसका प्रस्ताव तैयार कैबिनेट के समक्ष प्रस्तुत करने के निर्देश दिए गए।
अवस्थापना सुविधाओं का नहीं होगा अधिग्रहण:
इस अवसर पर राज्य में होने वाले 38वें राष्ट्रीय खेलों की तैयारी और इस सिलसिले में जुटाई गई अवस्थापना सुविधाओं का ब्योरा भी मुख्य सचिव ने लिया। बैठक में इस बात पर जोर दिया गया कि आने वाले दिनों में होने वाले चुनाव के लिए इन अवस्थापना सुविधाओं का अधिग्रहण न किया जाए।
मुख्य सचिव ने इस संबंध में निर्वाचन आयोग के साथ बैठक करने के निर्देश दिए। बैठक में प्रमुख सचिव आरके सुधांशु, विशेष प्रमुख सचिव अभिनव कुमार, सचिव अरविंद सिंह ह्यांकी, दिलीप जावलकर, हरि चंद्र सेमवाल, अपर सचिव आनंद श्रीवास्तव, ललित मोहन रयाल, जितेंद्र कुमार सोनकर समेत अन्य विभागों के अधिकारी उपस्थित थे।

पौड़ी में रांसी स्टेडियम को हाई एल्टीट्यूड सेंटर के रूप में विकसित करने को वित्त से ली जाएगी सहमति।
गौलापार स्थित इंदिरा गांधी अंतरराष्ट्रीय स्पोर्ट्स कांप्लेक्स में खेल विश्वविद्यालय की स्थापना को अतिरिक्त भूमि के लिए वन विभाग के साथ होगी बैठक।
ऊधमसिंह नगर में महिला स्पोर्ट्स कालेज के लिए चिह्नित भूमि की उपयोगिता की कराई जाएगी जांच।
