देहरादून : सूबे में राज्य सहकारी बैंकों एवं जिला सहकारी बैंकों के करोड़ों रूपये दबाये बैठे टॉप-20 बकायादारों के खिलाफ सख्त कार्रवाई की जायेगी। इसके लिये विभागीय अधिकारियों को सख्त निर्देश दे दिये गये हैं। सहकारी बैंकों के बढ़़ते एनपीए को कम करने व बैंको को लाभ के दायरे में लाने के लिये भी अधिकारियों को ठोस रणनीति पर अमल करने को कहा गया है, साथ ही समय-समय पर इसकी मॉनिटिरिंग करने के निर्देश भी अधिकारियों को दिये गये हैं।
सूबे सहकारिता मंत्री डा. धन सिंह रावत ने बताया कि प्रदेश के सभी राज्य सहकारी बैंकों एवं जिला सहकारी बैंकों के टॉप-20 बकायादारों पर शिकंजा कसा जायेगा। बैंकों की देनदारी जमा नहीं करने वाले इन बकायादारों के खिलाफ बैंक अधिकारियों को सरफेसी एक्ट के तहत कार्रवाई करने के भी निर्देश दिये गये हैं, ताकि बकायादारों की संपत्ति कुर्क कर ऋण की भरपाई की जा सके।
विभागीय मंत्री ने बताया कि बैंकों के बकाया वसूली के लिये अधिकारियों को अपने अपने जनपदों में समय-समय पर ऋण वसूली अभियान चलाने को कहा गया है। जिसकी मॉनिटिरिंग वह प्रत्येक तीन माह में स्वयं करेंगे। उन्होंने कहा कि सरकार का लक्ष्य सहकारी बैंकों का एनपीए कम करना है इसके लिये निरंतर अंतराल पर ऋण वसूली अभियान चलाये जायेंगे। डा. रावत ने बताया कि वित्तीय वर्ष 2022-23 में प्रदेश के सहकारी बैंकों का कुल सकल एनपीए जहां रूपये 60306 लाख तथा शुद्ध एनपीए रू0 23044 लाख था वहीं वित्तीय वर्ष 2023-24 में कुल सकल एनपीए रू0 54788 लाख तथा शुद्ध एनपीए रू0 11646 लाख रह गया है। उन्होंने बताया कि वित्तीय वर्ष 2022-23 में देहरादून जनपद के जिला सहकारी बैंकों का शुद्ध एनपीए रू0 3132 लाख, कोटद्वार 224 लाख, चमोली 731 लाख, हरिद्वार 2777 लाख, ऊधमसिंह नगर 4144 लाख, नैनीताल 196 लाख, टिहरी 858 लाख, पिथौरागढ़ 3520 लाख तथा राज्य सहकारी बैंकों का शुद्ध एनपीए 7441 लाख था। लेकिन बैंकों के कर्जदारों एवं बकायादारों के खिलाफ समय-समय पर चलाये गये ऋण वसूली अभियान एवं पारदर्शी बैंकिंग परिचालन के चलते सहकारी बैंकों के एनपीए को कम किया गया। जिसके फलस्वरूप वित्तीय वर्ष 2023-24 में देहरादून जनपद के जिला सहकारी बैंकों का शुद्ध एनपीए रू0 2574 लाख, हरिद्वार में 2738 लाख, टिहरी 539 लाख, पिथौरागढ़ में 223 लाख तथा राज्य सहकारी बैंकों का शुद्ध एनपीए रूपये 5573 लाख रह गया है। विभागीय मंत्री ने बताया कि बैंकों के एनपीए को और कम किया जाएगा, इसके लिये अधिकारियों को जरूरी दिशा-निर्देश दिये गये हैं।
