17 glacier lakes of Uttarakhand are in danger, scientists warn; Government became alert
2013 में केदारनाथ त्रासदी, 2021 में धौलीगंगा बाढ़ से हुई तबाही और पिछले साल सिक्किम में रोनक झील विस्फोट को देखते हुए सरकार अब उत्तराखंड में ग्लेशियरों को लेकर हाई अलर्ट पर है। राज्य की 347 हिमनद झीलों में से 17 को संभावित रूप से खतरनाक माना जाता है। इस पृष्ठभूमि में वहां के ग्लेशियरों और झीलों की लगातार निगरानी करने का निर्णय लिया गया।
आपदा प्रबंधन सचिव डा रंजीत कुमार सिन्हा की अध्यक्षता में सोमवार को सचिवालय में नामी संस्थानों के प्रतिनिधियों के साथ हुई बैठक में निर्णय लिया गया कि 10 दिन के भीतर ग्लेशियरों की निगरानी के लिए समिति का गठन किया जाएगा। इसमें विभिन्न संस्थानों के विशेषज्ञ शामिल किए जाएंगे।

जलवायु परिवर्तन के कारण एक ओर जहां हिमालय के ऊंचे पर्वतीय क्षेत्र में बर्फबारी के स्थान पर वर्षा की मात्रा बढ़ रही है, वहीं दूसरी ओर बढ़ते तापमान के कारण ग्लेशियरों के पिघलने की गति तेज हो गई है। इसकी वजह से ग्लेशियरों पीछे खिसक रहे हैं. इसके अलावा, ग्लेशियरों से मुक्त क्षेत्रों में ग्लेशियरों द्वारा लाए गए मलबे से बांध (मोरेन) द्वारा निर्मित कुछ झीलों का आकार वर्षा और ग्लेशियरों के पिघलने के कारण तेजी से बढ़ता है। यदि पानी का दबाव अनुमेय सीमा से अधिक हो जाता है, तो यह मलबे वाले बांध के टूटने के कारण निचले इलाकों को नुकसान पहुंचा सकता है।

ऐसी घटनाएं पहले भी केदारनाथ, धौलीगंगा और सिक्किम में हो चुकी हैं। राष्ट्रीय आपदा प्रबंधन प्राधिकरण ने घटना की पुनरावृत्ति को रोकने और ऐसा होने पर प्रभावित आबादी को समय पर चेतावनी देने के लिए एक समिति का गठन किया है। समिति ने उत्तराखंड में 13 ऐसी हिमनद झीलों की पहचान की है जो जोखिम के प्रति संवेदनशील हैं। राज्य सरकार ने चार और झीलें शामिल की हैं।

आपदा प्रबंधन मंत्री डी. रंजीत कुमार सिन्हा ने विभिन्न एजेंसियों के प्रतिनिधियों के साथ सोमवार को वहां के ग्लेशियरों और झीलों का दौरा किया। इस मौके पर वाडिया इंस्टीट्यूट ऑफ हिमालयन जियोलॉजी ने कहा कि वह गंगोत्री ग्लेशियर की निगरानी कर रहा है. इससे पता चलता है कि इस ग्लेशियर के किनारे की कई झीलें बेहद असुरक्षित हैं। वसुधारा घाटी में भी ख़तरा ज़्यादा है.

हिमनद झीलों का अध्ययन करने वाली संस्था सीडीईसी के अधिकारियों ने कहा कि संगठन ने सिक्किम में तीन हिमनद झीलों का अध्ययन करने के लिए एक प्रारंभिक चेतावनी प्रणाली स्थापित की है। झील में होने वाले परिवर्तनों का अध्ययन बेथिमेट्री सर्वेक्षणों के डेटा का उपयोग करके किया जाता है जो झील की गहराई को मापते हैं। ये उत्तराखंड में भी संभव है.

आपदा प्रबंधन मंत्री सिन्हा ने कहा कि राज्य आपदा प्रबंधन विभाग विशेषज्ञ समिति का फोकस होगा जो वहां के ग्लेशियरों और झीलों का अध्ययन करेगा। यह समिति उपग्रह चित्रों का उपयोग करके ग्लेशियरों की निगरानी करती है। हिमनद झील की गहराई और मोराइन की स्थिति को ध्यान में रखते हुए थर्मोमेट्रिक अध्ययन भी किए जाते हैं। इस समिति की रिपोर्ट हिमानी झीलों से होने वाली आपदाओं के प्रभावी नियंत्रण के उपाय करने के लिए केंद्र सरकार को भेजी जाएगी।
